Register Modernization

On April 6, 2021, a new law was published in Germany addressing the modernization of domestic registers. The implementation of this legislation shall lay the foundation for the successful modernization of registers at federal, federal state and municipal level. This represents a significant milestone for digital, low-bureaucracy, and service-oriented administrative processes, thereby easing the burden on citizens and businesses alike. A further component of this initiative involves the operation and further development of the National Once-Only Technical System (NOOTS).

The BVA assumes responsibility for the operational implementation of NOOTS. The introduction of NOOTS enables the digital access to entries in registers. The system facilitates streamlined data exchange and reduces waiting and processing times within public administration. Supporting documents such as birth certificates contain personal data. With the consent of the data subject, this information can be shared across different government agencies, thereby eliminating the need for the individual person to submit these documents again by him- or herself.

The Intermediary Platform is another component of NOOTS; designed to serve as an interface, it aims to facilitate the connection of national entities to the European Once-Only Technical System (EU-OOTS).
