Reg­is­ter Fac­to­ry

The Reg­is­ter Fac­to­ry is a stan­dard for the cre­ation and op­er­a­tion of IT sys­tems used to hold elec­tron­ic reg­is­ters in the Fed­er­al Of­fice of Ad­min­is­tra­tion (BVA). It pools ex­ist­ing spe­cial­ized and tech­ni­cal know-how in or­der to en­able a more ef­fi­cient de­vel­op­ment and op­er­a­tion of reg­is­ter ap­pli­ca­tions.

Reg­is­ters play a cen­tral role in pub­lic ad­min­is­tra­tion, as they are in­dis­pens­able for an ef­fi­cient ful­fill­ment of many tasks. Har­mo­nized, stan­dard­ized so­lu­tions in the dif­fer­ent pub­lic au­thor­i­ties – ex­cept for some com­mer­cial, of­ten mu­nic­i­pal sys­tems – are nev­er­the­less not fre­quent.

A reg­is­ter is a struc­tured repos­i­to­ry, a form of stan­dard­ized doc­u­men­ta­tion of da­ta hav­ing in com­mon a defin­ing fea­ture. Well-known ex­am­ples are com­mer­cial reg­is­ters, re­al prop­er­ty reg­is­ters, the Cen­tral Reg­is­ter of Traf­fic Of­fences, the Fed­er­al Cen­tral Crim­i­nal Reg­is­ter, and the Cen­tral Reg­is­ter of For­eign­ers.

Even if dif­fer­ent in sub­jects, reg­is­ters are es­sen­tial­ly sim­i­lar

In many cas­es, each reg­is­ter rep­re­sents nowa­days an in­di­vid­u­al IT so­lu­tion. Due to of­ten high tech­ni­cal and op­er­a­tional reg­is­ter re­quire­ments, for in­stance a high da­ta vol­ume, com­plex rules, ac­cess rights, and a 24/7 op­er­a­tion, they of­ten con­sti­tute very com­plex IT sys­tems, which have nonethe­less sim­i­lar func­tion­al re­quire­ments.

Spe­cial know-how is need­ed for main­tain­ing reg­is­ters. In ad­di­tion, more and more new reg­is­ters or new re­quire­ments re­gard­ing ex­ist­ing reg­is­ters have to be im­ple­ment­ed at short no­tice and with lim­it­ed re­sources.

Soft­ware De­vel­op­ment Mod­u­lar­iza­tion and Stan­dard­iza­tion

Based on the ex­pe­ri­ence gained from the de­vel­op­ment and op­er­a­tion of the Cen­tral Reg­is­ter of For­eign­ers, one of the most im­por­tant Ger­man reg­is­ters, the Fed­er­al Of­fice of Ad­min­is­tra­tion has de­vel­oped a stan­dard for a more ef­fi­cient reg­is­ter cre­ation and ad­min­is­tra­tion: the Reg­is­ter Fac­to­ry. Like in a fac­to­ry, where sim­i­lar items are pro­duced us­ing pre­fab­ri­cat­ed com­po­nents, the Reg­is­ter Fac­to­ry pro­vides an ap­proach in in­for­ma­tion tech­nol­o­gy. Ar­chi­tec­ture, so­lu­tions, tech­ni­cal in­fras­truc­ture, cross-sec­tion­al com­po­nents, pro­gram­ming li­braries, and mid­dle­ware are stan­dard­ized in the Reg­is­ter Fac­to­ry and can be used by dif­fer­ent clients.

The BVA in­vites al­so oth­er au­thor­i­ties to use and elab­o­rate the Reg­is­ter Fac­to­ry as a one-for-all sys­tem.

The Reg­is­ter Fac­to­ry is based on the Isy­Fact Stan­dards, which is free avail­able as open source.
