Administrative services

The Federal Office of Administration (BVA) not only assumes specialist tasks, but also provides administrative services in support of other authorities. Thus, clients are relieved of routine work and can devote themselves to their core tasks. There is a division of labour: the BVA supports its clients in administrative work packages while decision-making remains with the client. IT helps continuously improve and expand the range of services offered.

Among other services, the BVA provides central accounting for many institutions: transportation times and delays are reduced thanks to the digital and standardized processing of invoices.

Furthermore, online editorial teams can make use of different services. BVA editors support websites, enter contents or update sites in consultation with clients.

Following the Federal Government’s move from Bonn to Berlin, it was necessary to reorganize mail exchange in 1999. Since then, the BVA, as the Federal Government’s central service provider, has been coordinating mail exchange between the contractor and the 109 participating institutions in Berlin and in the area of Cologne and Bonn. Furthermore, about 600 federal institutions in Germany have signed the framework contract on parcels and mail shipment.

The Federal Office of Administration officially certifies signatures and German official documents for use outside Germany and issues apostille on federal documents for use in accession countries of the Hague Convention.

European Citizens' Initiative

Since 1 April 2012, the Lisbon Treaty introduces a new form of public participation in European Union policy shaping. EU citizens have the opportunity to launch a so-called European Citizens' Initiative to invite the European Commission to bring forward proposals for legal acts in all policy areas where the Commission has the power to do so.
