Ed­u­ca­tion­al and train­ing loans, (vo­ca­tion­al) train­ing

As the cen­tral ser­vice provider of the Fed­er­al Gov­ern­ment, the Fed­er­al Of­fice of Ad­min­is­tra­tion (Bun­desver­wal­tungsamt, BVA) per­forms var­i­ous tasks re­lat­ing to ed­u­ca­tion and train­ing. It ad­min­is­ters over 4 mil­lion grant­ed ed­u­ca­tion­al loans pur­suant to the Fed­er­al Law con­cern­ing the Pro­mo­tion of Ed­u­ca­tion (BAföG) and is re­spon­si­ble for the cen­tral col­lec­tion of such loans. An­oth­er task is the grant­ing and col­lec­tion of train­ing loans (Bil­dungskred­it). Since 2001, the BVA has grant­ed more than 150,000 train­ing loans of a to­tal vol­ume of over 850 mil­lion eu­ros. In 2012, the Bil­dungskred­it was rat­ed best in the field of fund­ing for com­ple­tion of stud­ies by the Cen­tre for High­er Ed­u­ca­tion (CHE) for the fourth time in suc­ces­sion.

As the com­pe­tent agen­cy pur­suant to the Vo­ca­tion­al Train­ing Act (Berufs­bil­dungs­ge­setz), the BVA su­per­vis­es the vo­ca­tion­al train­ing in 19 supreme fed­er­al au­thor­i­ties, al­most 4,000 trainees in 75 pro­fes­sions in busi­ness­es, crafts and the pub­lic ser­vice in 350 train­ing lo­ca­tions through­out Ger­many. It ad­vis­es on the im­ple­men­ta­tion of train­ing projects, en­ters train­ing con­tracts in a reg­is­ter, and con­ducts the pro­fes­sion­al ex­am­i­na­tions in the pub­lic ser­vice and fur­ther train­ing ex­am­i­na­tions for pub­lic em­ploy­ees. Apart from that, the BVA is the cen­tral (fur­ther) train­ing au­thor­i­ty for more than 100 fed­er­al in­sti­tu­tions.

In the train­ing cen­ters in Berlin and Cologne, 1,600 trainees from supreme and high­er fed­er­al au­thor­i­ties each year un­der­go prac­tice-ori­ent­ed train­ing for the pub­lic ser­vice. Fur­ther­more, ini­tial train­ing cours­es for the in­ter­me­di­ate ser­vice are pro­vid­ed, as well as a re­train­ing for po­lice­men to work in the in­ter­nal ad­min­is­tra­tion. The BVA al­so of­fers a three-year qual­i­fi­ca­tion for the pro­mo­tion to the high­er in­ter­me­di­ate ser­vice ("Ver­wal­tungs­fach­wirt").

In the field of civ­il ser­vice law, the BVA is fur­ther­more re­spon­si­ble for de­cid­ing up­on the qual­i­fi­ca­tion for a cer­tain ca­reer in the case of for­eign diplo­mas as well as for the train­ing and ex­am­i­na­tion of civ­il ser­vants of the in­ter­me­di­ate ser­vice in the gen­er­al in­ter­nal fed­er­al ad­min­is­tra­tion.

The BVA stands out due to its con­tin­u­ous­ly pa­per­less work, es­pe­cial­ly when it comes to the ad­min­is­tra­tion and col­lec­tion of ed­u­ca­tion­al loans as well as the grant­ing and col­lec­tion of train­ing loans: from the stor­age and pro­cess­ing of per­son­al da­ta to grant­ed loans to their re­pay­ment. The pa­per­less work pro­vides a lot of ad­van­tages both for the bor­row­er and re­cip­i­ent of the loan and the com­pe­tent au­thor­i­ty: It en­sures quick ac­cess to doc­u­ments as well as a flex­i­ble rout­ing and pro­cess­ing at dif­fer­ent lo­ca­tions of the ad­min­is­tra­tive bod­ies, thus con­tribut­ing to sig­nif­i­cant­ly stream­lin­ing pro­cess­es and con­sid­er­ably short­er pro­cess­ing times com­pared to con­ven­tion­al meth­ods.
