Modernization of administration / consultancy
In its capacity as central service provider of the Federal Government the Federal Office of Administration (BVA) has been offering organizational consultancy for more than 15 years. Clients include the Office of the Federal President, foundations, courts, and museums.
The consultants know the work of their different clients, which allows targeted and individual assistance at the clients' workplaces thanks to mobile offices and small teams. They develop solutions as an administration for other administrations – tailored to the partner organizations' specific requirements, a special BVA service feature compared with private management consultants. The "Handbuch für Organisationsuntersuchungen und Personalbedarfsermittlung", a manual on organizational review and the identification of staff required, has been developed based on practical experience in consultancy; it can be downloaded at: www.orghandbuch.de.
Projects carried out with our clients and private businesses are characterized by consultancy services tailored to the specific needs of the public administration, which have been continuously enhanced by the Federal Office of Administration since they were set up in the context of the initiative BundOnline 2005. Administrative expertise is combined with the specialized IT and organizational competence of private businesses to implement IT and organizational projects.
As an ESF audit body, the Federal Office of Administration (division VMB 8) examines, on behalf of the audit authority of the Federal Ministry of Labour and Social Affairs (BMAS), the effective functioning of the management and control system used to implement ESF funding programmes subject to the areas of responsibility of different federal ministries
EU Twinning projects are partnership projects which were launched by the European Commission in 1998, initially as a pre-accession instrument designed to assist future member states in the preparation of their EU membership. Nevertheless, the concept of EU Twinning has additionally been used in countries without any prospects of accession since 2002 and thus evolved into an institution building instrument.
ADMINISTRATION MEANS ACTIVE ORGANIZATION – The public administration faces the conflicting demands resulting from societal challenges, technological change and limited resources. We must therefore actively shape the public administration so that it can successfully position itself in these conflicting fields.
