Mod­ern­iza­tion of ad­min­is­tra­tion / con­sul­tan­cy

In its ca­pac­i­ty as cen­tral ser­vice provider of the Fed­er­al Gov­ern­ment the Fed­er­al Of­fice of Ad­min­is­tra­tion (BVA) has been of­fer­ing or­ga­ni­za­tion­al con­sul­tan­cy for more than 15 years. Clients in­clude the Of­fice of the Fed­er­al Pres­i­dent, foun­da­tions, courts, and mu­se­ums.

The con­sul­tants know the work of their dif­fer­ent clients, which al­lows tar­get­ed and in­di­vid­u­al as­sis­tance at the clients' work­places thanks to mo­bile of­fices and small teams. They de­vel­op so­lu­tions as an ad­min­is­tra­tion for oth­er ad­min­is­tra­tions – tai­lored to the part­ner or­ga­ni­za­tions' spe­cif­ic re­quire­ments, a spe­cial BVA ser­vice fea­ture com­pared with pri­vate man­age­ment con­sul­tants. The "Hand­buch für Or­gan­i­sa­tion­sun­ter­suchun­gen und Per­son­albe­darf­ser­mit­tlung", a man­u­al on or­ga­ni­za­tion­al re­view and the iden­ti­fi­ca­tion of staff re­quired, has been de­vel­oped based on prac­ti­cal ex­pe­ri­ence in con­sul­tan­cy; it can be down­load­ed at: www.orghand­buch.de.

Pub­lic-pri­vate part­ner­ship

Projects car­ried out with our clients and pri­vate busi­ness­es are char­ac­ter­ized by con­sul­tan­cy ser­vices tai­lored to the spe­cif­ic needs of the pub­lic ad­min­is­tra­tion, which have been con­tin­u­ous­ly en­hanced by the Fed­er­al Of­fice of Ad­min­is­tra­tion since they were set up in the con­text of the ini­tia­tive Bun­dOn­line 2005. Ad­min­is­tra­tive ex­per­tise is com­bined with the spe­cial­ized IT and or­ga­ni­za­tion­al com­pe­tence of pri­vate busi­ness­es to im­ple­ment IT and or­ga­ni­za­tion­al projects.

ESF

ESF au­dit body

As an ESF au­dit body, the Fed­er­al Of­fice of Ad­min­is­tra­tion (di­vi­sion VMB 8) ex­am­ines, on be­half of the au­dit au­thor­i­ty of the Fed­er­al Min­istry of Labour and So­cial Af­fairs (BMAS), the ef­fec­tive func­tion­ing of the man­age­ment and con­trol sys­tem used to im­ple­ment ESF fund­ing pro­grammes sub­ject to the ar­eas of re­spon­si­bil­i­ty of dif­fer­ent fed­er­al min­istries

EU Twin­ning projects

EU Twin­ning projects are part­ner­ship projects which were launched by the Eu­ro­pean Com­mis­sion in 1998, ini­tial­ly as a pre-ac­ces­sion in­stru­ment de­signed to as­sist fu­ture mem­ber states in the prepa­ra­tion of their EU mem­ber­ship. Nev­er­the­less, the con­cept of EU Twin­ning has ad­di­tion­al­ly been used in coun­tries with­out any prospects of ac­ces­sion since 2002 and thus evolved in­to an in­sti­tu­tion build­ing in­stru­ment.

Or­ga­ni­za­tion­al con­sul­tan­cy

AD­MIN­IS­TRA­TION MEANS AC­TIVE OR­GA­NI­ZA­TION – The pub­lic ad­min­is­tra­tion faces the con­flict­ing de­mands re­sult­ing from so­ci­etal chal­lenges, tech­no­log­i­cal change and lim­it­ed re­sources. We must there­fore ac­tive­ly shape the pub­lic ad­min­is­tra­tion so that it can suc­cess­ful­ly po­si­tion it­self in these con­flict­ing fields.
