Due to the increasing complexity of tasks and activities, the considerable increase in the interconnection of information technology equipment, and the growing number of involved parties, there are more and more large-scale projects with a high need for coordination. The invested capital may often be extremely high. Those large-scale projects do not only require complex solutions appropriate to providing and planning financial resources; requirements for effective and efficient solutions in such projects also rise in view of an increased public perception and efficacy.
The aim of the Competence Centre for Large Scale-Project Management is to relieve the ministries and authorities with the result that they can concentrate on their technically complex tasks. To support large-scale IT projects, the CC GroßPM offers services such as interim project management, project leader coaching, project analyses, project consulting, as well as methods and tools geared to large-scale projects. The various services for instance also cover support for project preparation, setting up project offices, project consulting, and the take-over of sub-tasks.
The CC GroßPM has two recognized and effective methods at its disposal, that are both developed to satisfy the needs of public administration. The "S-O-S Methode”, standard methodology developed for large-scale IT project management, describes and shows the central success factors of large-scale projects. As an instrument for the precise and quick evaluation of a project, it provides clients and executives with a transparent project status. Moreover, an integrated catalogue provides adaptable templates and checklists for preventive measures and for the solution of existing problems in ongoing projects. The S-O-S approach is used for own and joint projects at the Federal Office of Administration and its partner authorities and for methodological consulting in other authorities; it is employed in a large number of projects, also abroad.
The project management method for software development projects "V-Modell XT" was developed both for the public sector and the free economy. In order to live up to the specific organization of the German public administration, the method "V-Modell XT Bund" was developed consecutively, which allows compatibility with other federal standards such as typical authority functions, documents in the Federal Government’s corporate design, templates with predefined texts, as well as coordination with IT operations already during the development.
