In­for­ma­tion tech­nol­o­gy

In­for­ma­tion Tech­nol­o­gy (IT) plays a ma­jor role in mod­ern pub­lic ad­min­is­tra­tion. The use of elec­tron­ic means for com­mu­ni­ca­tion with cit­i­zens and busi­ness­es, but al­so with­in au­thor­i­ties, is grow­ing. For the ef­fi­cient de­vel­op­ment and ex­pan­sion of spe­cialised ap­pli­ca­tions, which can be used suc­cess­ful­ly by the BVA as its ser­vice port­fo­lio in a large num­ber of gov­ern­ment au­thor­i­ties, IT ini­tia­tives are sup­port­ed and co­or­di­nat­ed cen­tral­ly in the BVA. The BVA not on­ly us­es tried and test­ed stan­dards it­self but al­so makes them avail­able to oth­er au­thor­i­ties and in­sti­tu­tions. For in­stance, the Isy­Fact stan­dard used to build op­er­a­tional in­for­ma­tion sys­tems is avail­able to a wider au­di­ence as an open-source sys­tem.

Com­pe­tence Cen­tre for Large-Scale Project Man­age­ment

The Com­pe­tence Cen­tre for Large-Scale Project Man­age­ment (CC GroßPM) pro­vides fed­er­al min­istries and au­thor­i­ties with com­pre­hen­sive ad­vice on project man­age­ment in large-scale IT projects.

e-SENS – Electronic Simple European Networked Services

e-SENS – Elec­tron­ic Sim­ple Eu­ro­pean Net­worked Ser­vices

e-SENS is a Large Scale Pi­lot (LSP) ini­ti­at­ed by the Eu­ro­pean Com­mis­sion, which was launched on 1st April 2013. As an EU-project fund­ed un­der the ICT Pol­i­cy Sup­port Pro­gramme (ICT PSP) of the Com­pet­i­tive­ness and In­no­va­tion Frame­work Pro­gramme (CIP), it fo­cus­es on strength­en­ing the dig­i­tal sin­gle mar­ket and fa­cil­i­tat­ing cross-bor­der pub­lic ser­vices. 100 part­ners from 20 Eu­ro­pean coun­tries, in­clud­ing Nor­way and Turkey, par­tic­i­pate in e-SENS. Fur­ther­more the Eu­ro­pean Telecom­mu­ni­ca­tions Stan­dards In­sti­tute (ET­SI) and the Open­PEP­POL As­so­ci­a­tion are part­ners in e-SENS. The to­tal costs of this LSP amount to € 27,4 mil­lion.

Isy­Fact is a soft­ware fac­to­ry for build­ing com­plex IT ap­pli­ca­tion land­scapes de­vel­oped by the Fed­er­al Of­fice of Ad­min­is­tra­tion. It pools ex­ist­ing tech­ni­cal know-how in or­der to de­vel­op and op­er­ate ap­pli­ca­tion sys­tems more ef­fi­cient­ly. The core of Isy­Fact - the Isy­Fact Stan­dard - is free avail­able as open source.

Na­tion­al IMI Co­or­di­na­tor - NIM­IC

The In­ter­nal Mar­ket In­for­ma­tion Sys­tem (IMI) was de­vel­oped by the Eu­ro­pean Com­mis­sion in part­ner­ship with the Mem­ber States in or­der to in­crease the ef­fi­cien­cy and ef­fi­ca­cy of the Eu­ro­pean ad­min­is­tra­tive co­op­er­a­tion in the day-to-day im­ple­men­ta­tion of the In­ter­nal Mar­ket leg­is­la­tion.

Reg­is­ter Fac­to­ry

The Reg­is­ter Fac­to­ry is a stan­dard for the cre­ation and op­er­a­tion of IT sys­tems used to hold elec­tron­ic reg­is­ters in the Fed­er­al Of­fice of Ad­min­is­tra­tion (BVA). It pools ex­ist­ing spe­cial­ized and tech­ni­cal know-how in or­der to en­able a more ef­fi­cient de­vel­op­ment and op­er­a­tion of reg­is­ter ap­pli­ca­tions.
