The Federal Office of Administration is responsible for organizing the award of honours and distinctions. The Federal President sends letters to citizens congratulating them at special anniversaries or letters to his godchildren; the BVA prepares these letters in cooperation with cities, towns, and municipalities. Furthermore, the BVA is involved in awarding distinctions presented by the Federal President to long-established associations.
The new identity card is a milestone improving government’s responsiveness to citizens’ needs. The integrated eID function allows simple and reliable online identification. However, only businesses and authorities with a certificate from the authority responsible for issuing authorization certificates (VfB) of the Federal Office of Administration can access the users' data. Another example is the European citizens' initiative in which the BVA checks statements of support collected by European citizens' initiatives in Germany.
A special task of the BVA is fast and pragmatic assistance for short-term problems. Following tragic events like the Chernobyl disaster in 1986 or the 2004 tsunami in the Indian Ocean, the BVA provides people concerned with unbureaucratic immediate assistance.
The Federal Office of Administration officially certifies signatures and German official documents for use outside Germany and issues apostille on federal documents for use in accession countries of the Hague Convention.
The ESF certification authority at the Federal Office of Administration has been commissioned by the Federal Ministry of Labour and Social Affairs (Bundesministerium für Arbeit und Soziales, BMAS) which is responsible for the operational programme of the Federal Government as a whole to perform tasks on their behalf.
The Federal Office of Administration (BVA) is the ESF managing authority. It is responsible for the planning, implementation and accounts of funding programmes.
Since 1 April 2012, the Lisbon Treaty introduces a new form of public participation in European Union policy shaping. EU citizens have the opportunity to launch a so-called European Citizens' Initiative to invite the European Commission to bring forward proposals for legal acts in all policy areas where the Commission has the power to do so.
The Act Amending the Residence Act and other laws requires the Federal Office of Administration to manage a database (database on found documents) containing information on found identification documents of nationals of countries listed in Annex I of Regulation (EC) No 539/2001 which are issued by foreign public bodies (Article 49 of the Residence Act).
Since 2005, the National Coordination Unit for the EU Your Europe portal has been located at the Federal Office of Administration. "Your Europe" is a multilingual public online information portal operated by the European Commission in cooperation with the Member States.
